    واذا لم يوافق على اقتراح تسمية جهاز دولي لتحديد المعايير، فينبغي حينئذ الحفاظ على مبدأ الاستقلالية باضافة العبارة التالية الى المادة المقترحة: "دون اخلال بحق الأطراف في الاتفاق على استخدام أي طريقة لانشاء التوقيع الاكتروني" - بحيث يصبح نص المادة كما يلي: "يجوز لأي شخص أو جهاز أو سلطة، عامة كانت أم خاصة، تعينها الدولة المشترعة جهة مختصة، تحديد التوقيعات الالكترونية التي تفي بأحكام المادة 6، دون اخلال بامكانية اتفاق الأطراف على استخدام أي طريقة لانشاء التوقيع الالكتروني".
